MADSEL on Missile Command?

Can anyone give me a quick synopsis on how to make MADSEL on Missile Command toggle? I think the 6502 line needs to be toggled & as I read it toggles during a fetch cycle. So I'm guessing that I cann't make this happen unless I have the 6502 running a program? Any insight appreciated, Kev
