Would I start on pin 39 of the self test socket and follow the schematics back and check the lines on U27, U22, and U23 that's if the enable line on U27 is low? Assuming you have a good 6809 CPU in the pod socket and that it is the correct version (6809 vs 6809E) I would be checking for bent pins, etc. The pod 6809 should show clock signals all the time, so you can check for those with a logic probe.
