I recall looking at these disks a while back and concluding that they weren’t useful. Most of the parts are copied from the stock PARTLIB that ships with the Fluke system software. I recall seeing a handful which someone defined, but none I cared about. The messages you quote are part of the PODLIB programs which come with the Fluke system software.
