The 5380 driver for OS-9 comes bundled with OS-9. The release at the
time may not have been able to handle drives >2Gb though. As a first
step, I'd suggest trying an older SCSI hard disk <2Gb in size and see if
that works.

Worst case it may be that the Fluke software itself is tied specifically
to this drive configuration.

Is the drive readable on standard 68K OS-9 System? Has anyone tried
that?

Most of the old WD cards had utilities in the ROM on the board.  Not sure I remember right off how you got there for sure, it was something like run DEBUG and tell it to run something like "D000:0005", but REALLY not sure about that.  (Of course this was on a PC).
